The USA doesn't require a degree for commercial pilots. Some Individual companies (generally the most sought after jobs) require it for consideration of employment.
The reason for a shortage was a decade of stagnation, furloughs, and poor entry level wages. So it essentially boils down to money, want more pilots, offer more of it.
