Sounds to me like XJT either took the loans only, or there’s a technicality on “furloughing” pilots who haven’t hit the line yet, or they furloughed before agreeing to take the CARES money.
Based on everything I understand and been reading the DOT made part of the grant a loan so than its fair game to furlough 10% and get the grant. The bigger question is not the 112 trainees let go, its the downgrades. That was a big no-no for grant money, unless they are still getting paid as CA. Which honestly I dont know enough about that situation other than 80+ CAs were downgraded to tell you what they are doing.
