ALPA was/is trying to force the hand of the Department of Transportation hoping that the DOT would force Breeze to recognize the pilot contract of the airline who’s certificate Breeze was trying obtain. This is a more political process than a legal one. Clearly Breeze was concerned enough to abandon the effort to acquire the Compass certificate.
