OO is not hiring at the moment so in that sense you are correct. But i do know that the people that are on property are still getting their pay based on prior experience. And once OO starts hiring again i would expect for the Soft Landings to resume again.
When instituted, it was applied retroactively to pilots on the list who had previous 121 longevity. So they will not be taking it away from anyone on the list, they got that in consideration for allowing the company to incentive lateral-transfer new hires. They might choose to not offer it for future new-hires but I kind of suspect they will.
