Default Qualifications of the flight instructor for training first time flight instructor app

This is a question of whether I am qualified or not to give instruction to and sign-off a friend of mine who wants to earn his initial CFI cert.

My qualifications:

Got my Initial CFI certificate June 2006
Am a CFI/CFII/MEI and my cert. won't expire until June 2009 now.
1100TT, about 700-800 of that is dual given
I have instructed in both part 61 and 141 schools
I have given at least 100 hours of ground training in an FAA-approved course
My pass rate is greater than 80%

Thanks for the help, the regulation is 61.195 (h)

For further clarification, the student is a Commercial pilot w/ instrument rating that completed a CFI 141 course, took and passed the FOI and Airplane knowledge tests. He ran out of money towards the end and had to quit flying for a year and is ready to get back into it and get it done.

This will be done under part 61.
