Yeah I had the FAR/AIM handy, I came to the same conclusion but wanted to make sure I was correct.

I believe if I was still employed by a 141 school I would be able to sign a initial CFI off under a 141 program since I meet the requirements of 61.195 (h)(3)(ii).

1) Serving as an instructor in an FAA-approved course,
meet requirements of (h)(2) which is the 24 and 200 rule OR
2) have trained at least 5 applicants for new cert/rating etc. w/ 80% or better pass rate
3) Given at least 400 hours of flight training as a flight instructor in an airplane.


So I think your both right, I am unable to help him under part 61, but I do believe if it was under 141 I could probably do it.
