Sure it is. If you don't have a covid diagnosis (or reasonable suspicion therefore) it's your right to act any way you please. At some point if you're obviously contagious, we can mostly agree that society can place some limits on you. But otherwise, no.
I don't advocate irresponsible behavior, but it's (still) a free country. If you want people to behave in a certain way, you're also free to try to convince them. But you certainly don't have the right to tell everybody else what to do, in any arbitrary fashion or circumstance which strikes your fancy. That's why King George got the boot.
