Yeah they should be able to test-fire a human-rated engine without something going bang. It's one thing if something was out of parameters or they didn't understand what they were seeing... that's what tests are for.
But I guess you get fireworks in the space business sometimes, it will be more telling what the root cause was... design failure, QC failure, or management-induced failure.
