That's just admin. It would nice if there was an international standard but that's probably too much to hope for. But there will probably be a handful of systems which have reciprocal recognition to cover the places most people travel to.

It's going fine, considering. What did you expect with 50 states and a gazillion counties and cities... just in the US. It's a question of when, not if at this point.

Once the people who want the vaccine have it, life will get back to normal. Most people are not going to tolerate sustained government meddling in lives and economies to accommodate anti-vaxxers. Most of the later aren't really afraid of covid anyway, so they can get back to life, or not, as they choose. In CA cases are through the roof because people are just over it.
