SD Is a good guy... I had a feeling that is who you're talking about. It's not that XOJET has to evaluate a new hire before they can recommend people but rather he will be able to give his friends a better idea about the job after he's done it a while. They don't like attrition; they want all the cards on the table when someone goes to work there so as to avoid surprises. He cannot accurately describe a rotation if he's only completed one.
Street captains in the X fleet have slowed as the size of the X pilot group has grown. The idea is to try to promote from within. There will still be a few hired this year, but not as many. That being said upgrades still happen fairly quick. 17 X's on the property with 30 more to be delivered. Do the math.
I think type rated pilots that get hired are surprisingly low. More interview than get hired. Type ratings will help your visibility but won't help you get the job.
