I'm sorry you didn't pass the phone screening.
As for your question regarding receiving feedback. Like most 121/135 interview processes, there maybe isolated incidents of "buddies" asking for their friends but XO doesn't, to my knowledge XO doesn't provide formal feedback.
You are correct, applying again in 6 months is always a great option..Good luck!
