Quoted from the "General Implementation Appendix and Timeline" - Contract 2006:

to implement each particular change, and a delivery date, beyond
which the Company would be in violation of the Agreement if it has not
implemented the change......

And from the subsequent Automation Appendix table:

Section 25. BB., Scheduling Improvement Group (SIG), Implement ability to flag trips as 'disputed', Target Date (Bid Period) - Jul 07, Deadline (Bid Period) - Oct 07

So......should already be implemented - we should grieve it!!
