They will be required to reasonably accommodate. Putting employees on unpaid leave is likely not going to fly. Further, Biden’s mandate is still overreach and is likely getting shot down. He doesn’t have those authorities. One could argue the state does, but the fed certainly does not.
That may end up being how the courts rule. But if it were truly beyond dispute as you're stating, then this would never have gotten off the ground. The White House has legal counsel and DOJ attorneys that vet policy proclamations before they are issued. That was true of Trump's administration and it's true of Biden's administration now. People said Trump's Muslim ban was clearly unconstitutional, yet
parts of it remained in effect into 2021.
