The basic rule of thumb is modified by the bid information as mentioned at the above SWOL pages.
when you open up the PBS bid page it will show seniority list for your assigned base with some pilots as not bidding. Those pilots are either not qualified yet, on some type of leave, on medical hold, or more likely have put in their two weeks and will be gone by the time the month schedule starts.
