I'd suspect they have an especially difficult time with that and probably have to deal with things like travel freezes, outside consultant freezes etc because they're such a small agency (only 400 people, $140M total budget). Large agencies can slosh around funding to an extent to keep things going when certain divisions encounter problems, and have the cabinet presence to lobby intra-administration for additional congressional funding, but the NTSB is pretty much on its own. It's the only reason I can think why it takes two years to come out with a "no problems found; cause unknown" report. I doubt they're lazy, just hampered and have to prioritize.
