I'm thinking "on time" refers to the ding dong at the front door and not your block out time. As long as Sally's Teddy Bear, or Dewey Cheatham esq's important papers arrive on time, cutting some time off your layover is of no consequence to the powers that be. Heck, if your sleep was important, they'd have to redo the whole bid pack in every jet.
