So, what happens to the FO's that upgrade AFTER the day of public announcement (or whatever date is chosen for the SLI integration purpose) but before the merger is complete? Downgrades?

Your actual seat you fly on a daily basis doesn’t matter in the list looked at by the arbitrator. The arbitrator creates a seniority list with everyone flying the highest paid seat they can theoretically hold. As an example, JB has maybe 1683 A320 CAs total, so seniority numbers 1-1683 will be considered A320 CAs for the purposes of the status/category SLI consideration. That is “stovepiping”
On the day of public announcement (or as close as I could find) this was the breakdown of CAs:
1683 JB 320 CA
102 JB 223 CA
425 JB 190 CA
1484 NK AB CA
I’m an A320 CA, but will be stovepiped into an E190 CA seat for the SLI.
