I think a good start would be just fixing the holes in the ship, if everyone had true equal and fair access that is a good place to go back to. It is ripe for other changes, in general, but eliminating the obvious and glaring special system that has run uncontested for many many years needs to stop. People in CRS are the real problem and that is obvious to anyone who has tried to pick up a trip now and then that says XTRA. Without the CRS collusion, this doesn't happen over and over again.
