Yes, they are hiring. I interviewed last month with 3 other "off the street" candidates. 2 of us were military and the other 2 were CFI/Part 91 turbine background. Only kept in touch with one of the other guys but we both received CJOs and class dates within the next 2 months.

Zero mention of a contract during the company questionnaires, the orientation brief, the interview, or in the offer letter.
