Interesting, and would probably be smart from a mgmt standpoint. Has too many scope provision problems though. The contract carrier taking over hub flying at Eagle grievance would be extremely relevant here (and that's assuming you could get the APA to sign off on Q400s w/ significantly more seats than the ATRs). Who knows when that grievance will be resolved.
