The dispute in the article you posted was not that the sea level isn't rising but if the rising sea level was happening faster or slower than the window projected by the retracted paper (18cm to 59cm by 2100). In fact, scientists in Germany and Finland are estimating 0.75m - 1.9m by 2100. Big difference.
Many scientists criticised the IPCC approach as too conservative, and several papers since have suggested that sea level could rise more.
