If SkyWest let's horizon be bought (if they are ever put up for sale) by someone else I would be shocked. SkyWest is the dominate "regional" west of Denver, why let someone else into their backyard.
If Alaska Air Group controls Alaska Airlines and Horizon then they wouldnt be required to sell to anyone in particular. I'm sure mainline doesnt want Skywest to dominate the west, and they could sell Horizon to whoever they wanted in an attempt to create some competition for Skywest.
