There is no rule that says you have to be based where you live. If someone wishes to bid a base that their seniority can hold, who cares? I've been bumped down by guys who would bid another base for their own personal seniority gain and couldn't comprehend why they would force themselves into being a commuter, but who cares, seniority is seniority.
