Default International Jumpseats, Paying the taxes?

Can I pay these at the gate or do I have to pay them at the ticket counter. And in the case of 1 leg domestic then next leg international, can I pay them at the first airport ticket counter? Thanks in advance.

On someone else's metal, must pay at ticket counter. On your own, you don't pay if jumpseating.
