There is a way to transfer bases between vacancies. It is referred to as "Mutual Base Exchange" and is administered with APA assistance. There has to be a pilot willing to move from the base you are leaving, from the base you are going to (A to B and B to A). They can facilitate 3-way (A to B, B to C, C to A) and cross division (dom / int).

There are some strings attached. Most notably, you cannot be the junior most in either the two bases (from base or to base). This is to ensure you don't bust seniority for vacancies and sneak in to a base you can't otherwise hold.
Also, the timing is sort of odd. MBE closes around the 3rd of the month two months prior to the award (so right now, the next MBE deadline is 10/03 for a Dec swap). This is in order to make sure the bid is awarded before PBS runs the month prior.
