The AASLIC treats furloughs as inactive pilots, the same as pilots out on medical leave. They have about 1800 inactive pilots that dont bring jobs to the merger. Then they mix flows and 2013 new hires in among LUS pilots with much more length of service and relative seniority. The new hires in 2013 would not even be on the list if furloughed pilots didnt defer, but the AASLIC is trying to give both groups an advantage over LUS third listers.

Really? Are you sure? No negotiation during an arbitration? In over thirty years of law practice I never heard of any arbitration working that way. Negotiation is opposing parties working with each other to find a solution. Arbitration is opposing parties working (negotiation) with a arbitrator (instead of each other) to find a solution. Arbitrators don't work in a bubble (unlike some on this forum think). They work with the opposing parties (negotiation) to reach a solution that generally ****es off all sides. I did not follow the UA/CAL arbitration, but I suspect CAL shot for the moon (or more likely Mars) and would not come very far off that position. I would be rather certain the arbitrator tried to get them to moderate. Don't follow a arbitrator's advice, pay a price. I note Nic tried to get the East to negotiate off DOH. They refused to negotiate. They paid a price.

That was the entire east's argument in the previous merger though.
Now the west and east lists put 2013 east hires in with 98 AA hires.
No one is going to lose their job or seat. But placing people 15 years above other hires? I dunno that seems unreasonable... some would even file law suits to prevent its implementation...
That being said the AA list was also unreasonable in other respects.
DOH with fences solves almost all career advancement expectations without need for slotting et al. The senior guys get the advancement and will retire soon. The junior DOH guys move into those seats. It's simple.
