Does anyone know if you are living in Puerto Rico and based in the States do you pay Federal Income Tax or Puerto Rico Income tax?

The best answer I’ve found is to speak with a qualified tax person who specializes in expats or overseas work. Each situation is unique and you may very well get free advice here that puts you on the wrong side of the IRS. Good luck

He just needs to declare that he's a sovereign citizen. Then he doesn't have to pay taxes, regardless of where he lives!

If you move to PR and your update your address with you company's payroll department, you will pay PR income tax but not Federal income tax. PR tax is generally a higher % than what you would pay in state and federal tax in mainland US.
