Unlike some other carriers where you simply wait to be assigned , we bid a footprint (max 17 days a month) that IOE must fall within. You can not be assigned the OE trip if even one day overlaps a day off. If you volunteer to work a off day, you will NOT be paid for it if unless you are more than 4 months from your hire date.

Not saying they had 3K, just less than 3K, I know of one reserve guy with 1500 hours that we hired not too long ago. However you may be right because I know nothing about their PIC time.

There are no more "firm" aircraft deliveries on the Atlas side, not sure about Southern. I'd guess hiring is going to speed up since there are hundreds upon hundreds of Atlas pilots now trying to bail since management announced their intentions. Atlas is and will become a revolving door just like the regionals. Welcome to your next stepping stone!
