There is probably a lot of truth to that. I spent a few years there and left in 2015. I wasn’t charged imputed for any of my three years there. I asked a captain about it and he said “Don’t cause the money folks problems and they won’t cause you any. Dick up your credit card and see what happens.”

As he said, that’s not how it has ever worked. The only people who deal with imputed income are the ones who refuse (for more than approximately 6 months) to do their job and fill out a very easy, simple, digital company credit card reconciliation.
