Part 135 rvr fluctuating
Sorry if this has been discussed but I could not find it.
I am from Canada and it is legal to do an approach if RVR is fluctuating above and below minums and I can’t find anything that discusses that for FAA (including my Op Specs).
So if required approach RVR is 1800 and reported RVR is 1600V2400 can you initiate the approach? As mentioned in the Title this is for Part 135.

Thats to start the final approach segment on an approach. For launching to your destination if you only have variable RVR, the lowest number is controlling. This for 135.
You never hear (well, you SHOULD not..) variable RVRs from tower/approach when starting an approach.
