If the runways meet the requirements in AIM 5-4-19, I suppose I would say yes. After hearing your counter-points, however, I might think twice now.

Absolutely, yes. However, how could you be cleared for a "side-step visual approach" if the field is below Visual Approach minimums (i.e., field is IFR)?
