I think I know the exact event you're referring too.... and the pilot.

Were they taking off 32, mid morning?

Nah...this happened in the 2005 timeframe and the section was taking off on Rwy 14.

True.

Once airborne, airlines simply have a calculated fuel-on-deck number at which you declare an emergency...1200-1800 is typical for RJs.

How close you actually want to get to that number depends on Wx.

The regulation no longer applies, but that most uncommon of virtues-common sense- always applies. There are many variables to deal with and good judgement is always the most precious of resources.

You start with one number on preflight, that number can and will vary with the circumstances unique to every flight.

If it's ATC required holding (not wx at mins), and you are going to land at the destination with the greatest of success once ATC releases you:

Bingo = reserves+burn to destination+grandma



If rvr is floating in and out of mins or your dealing with any severe wx:

Bingo= reserves+burn to destination+burn to alternate airport+grandma.



Know that an alternate airport is not always required, but can or cannot be prudent based on the situation.

A diversionary airport is something that comes out of "real life", not planning, that is always prudent if you're into the whole "plan b" thing, and things are looking questionable. In other words a diversionary airport is not an alternate airport and both have their place.

the amount of fuel you want to be on the ground with+the amount of fuel it's going to take to get you there+a little more for the wife and kids= Bingo fuel.
