Part 91 RVSM
 
If you picked up a transport category jet aircraft in Europe to fly it to the USA that was certified RVSM capable and the crew had received RVSM training would you:

1) Fly it RVSM the whole way
2) Fly Europe RVSM and then the USA at 280
3) Fly non RVSM the whole way

Let's say that the aircraft is MNPS certified. It has FMS. I'll pose that question later.

D/ Visit the FSDO where said plane's owner is located and get a Letter of Authorization for RVSM ops, just like was done for the MNPS LOA. It does have one for MNPS, right?

It does have dual FMS?

I has dual FMS. The FSDO will not issue a LOA for RVSM unless it is on a Part 91 operators certificate. I was hoping there might be a loop hole regarding EASA regs.

Is it N registered? If so and you don't have an LOa, you're SOL. Doesn't matter where you're operating it.

There is no such thing as a Part 91 OC, do you mean Part 125? If it is US registered, the LOA for MNPS, RVSM B-RNAV, P-RNAV must come from a US FSDO. FL280, otherwise. Why can't you get a RVSM LOA, if you have a MNPS LOA.

Just having dual FMS doesn't make you MNPS, there is a LOA for that, too. The only other option is Blue Spruce below 285, but I'm not sure if that airspace isn't MNPS, too

I think you're correct. My ferry company is currently working on getting a Part 91 Certificate. Each aircraft we ferry would be submitted and then placed on our certificate. RVSM here we come!

I looked at the title and it is a RVSM Manual. This is the manual that allows Part 91 operators to get RVSM approval. There is also approval in the manual for MNPS. It is in the FSDO's hands and he is guiding us through it. Once approved we will place aircraft on the manual for the purpose of ferry. It is removed once the ferry is complete.

I'm not sure what you mean by part 91 certificate. Anyway, this is from the MNPS manual if you do indeed have an MNPS LOA but not one for RVSM:

SPECIAL ARRANGEMENTS FOR NON-RVSM APPROVED AIRCRAFT TO:

- Climb/Descend Through RVSM Levels
MNPS approved aircraft that are not approved for RVSM operation will be permitted, subject to traffic, to climb/descend through RVSM levels in order to attain cruising levels above or below RVSM airspace. Flights should climb/descend continuously through the RVSM levels without stopping at any intermediate level and should “Report leaving” current level and “Report reaching” cleared level.
- Operate at RVSM Levels
ATC may provide an altitude reservation for an MNPS approved aircraft that is not approved for RVSM operation to fly at RVSM levels provided that the aircraft:
· is on a delivery flight; or
· was RVSM approved but has suffered an equipment failure and is being returned to its base for repair and/or re-approval; or
· is on a mercy or humanitarian flight.

Operators requiring such an altitude reservation should contact the initial Oceanic Area Control Centre (OAC), normally not more than 12 hours and not less than 4 hours prior to the intended departure time.
The altitude reservation approval should be clearly indicated in Item 18 of the ICAO flight plan. It must be noted that the provision of this service is intended exclusively for the purposes indicated above and is not a means for an operator or pilot to circumvent the RVSM approval process. The service will not be provided to aircraft that are not approved for MNPS operations.
