Default FAR Question, Looking HOW to get answer

Ok, this might be a bit strange sounding but I am having an issue with interpretation of a FAR. Now, while I have no intent to offend possible contributors to this post, I am not asking for an answer to my question. Telling a Fed my source was an anonymous forum just isn't going to 'fly'. I am in search of a WAY to answer my question that will provide proof should I come under any scrutiny for my interpretation.

I remember in years past as a CFI I found on the FAA.gov website a place were letters were answered from one of the FFA legal attorneys. I looked yesterday and could not find that section, I don't know if it's been removed, renamed, or whatever. In short, I need an e-mail (phone number not so much because with e-mail I can print the response for my records) that I can reach the correct department to answer my question accurately.

Thank you so much for helping.
