Restricted ATP

If an applicant has at least 1500 hours TT and at least 200 X-C hours but less than 500 (plus all the other requirements met), AND did not attend an aviation university, military, etc., etc., etc., can he get hired by a regional carrier and obtain a restricted ATP? If so, what is required to get the restricted ATP limitation lifted? Another ATP checkride or just prove he now has at least 500 hours X-C, fill out an 8710 and send it in to the FAA to get a standard ATP certificate?
