I didn't say a 4 year degree. I said "a degree" I can't speak for Frontier, Allegiant, or JB, but I'm not sure where you are getting the "they encourage them to apply" if you don't have a degree but this is one of our preferred requirement:

"Undergraduate degree from an Accredited Four Year College or University."

Yes the ULCC/LCC are hiring non-degreed pilots.

The example above is probably over-qualified for the ULCC, because they know the top tier will likely call eventually. I bet the same guys could get called with 400 TPIC and no degree, with the internal recs.

I'm actually starting to see a preference at the 2nd/3rd tier for pilots who have issues which would impede their ultimate progression to top tier.

I didn't say you can't get on an LCC unless you have a degree. I said getting a look at is questionable. Many of our new hire class at Spirit are full of regional CA, some are LCA, ex heavy time CA. This is from what i've seen in the training department, and new hires on the line. However, there are still plenty with the same qualification out there that's waiting for a call. If this was right before our 2018 contract I could agree with your statement, but that's not the case now.

Yes I know NK has gotten more competitive since the contract but there are others that still seem to be hiring regional FO's and recent CA upgrades.
