You have to weigh the cost of living and also the vastly different tax environments. 40 bucks sounds much better than 12, but living in SoCal is insanely expensive.
You personally could not pay me any sum of money to live in CA. Especially SoCal. I'd much rather live in AZ. Better flying weather and it's a real red blooded American state.

You will be miserable and hating life making $12 an hour. CFII is easy to get on your own once you have your CFI, especially if you are sharp on your instrument skills. MEI you can get on your own if you really want it.

Did you accidentally transpose the 1 & 2 and intend to type $21/hr in AZ?! If not, report this $12/hr flight school to the federales on the basis of suspected human trafficking or money laundering because they’re certainly not serious about flight training...

I need you good people to chime in and tell me which you woulk take.
1. Pay 19k UPFRONT, get CFI, CFII, MEI, Instruct 2 years, Earn $12/Hour. In Arizona
2. Pay as You go. Get only the initial CFI, Instruct 2 years, Earn $40/Hour. In Souther California
I'm currently looking at these 2 possible scenarios, one of which will hopefully lead to a regional as quickly as possible.

Here’s a third option to consider:
Apply for Flight Safety’s CFI program and in exchange for two years as an instructor they sponsor you for you CFI,CFII, and MEI. I believe they pay for all your housing and ratings too if I’m not mistaken. Go live in Vero Beach in Florida and have a blast. Plus they train day and night and you’ll easily log 80-100hrs a month.

What if you don't like training, your instructor, or the organization?
Do you have to pay the $19k upfront? What does that cover? What do students typically have to pay above and beyond that? For instance, if the syllabus plans on 25 hours for CFI (or 40 hours to private pilot), and you need more time, are you on the hook for that?
What would it cost out of pocket, part 61 to get the CFI and CFII? It looks like they are probably attempting to get some of the instructor training costs back when you work for them as a CFI. What if you get your ratings and don't teach there? Because they don't need instructors? Because you don't want to do so? Because they don't have enough students to keep you busy? Are you on the hook for the additional money in training costs? What if the place happens to shut down ala Silver State?
Can you freelance on the side? How long are you beholden to that $12/hr rate? Until 1500? Until you get a call from the regionals? Some other metric?
