It’s kinda hard to find as the FAA search engine is about as helpful as they are but the data shows all the southern states from California, New Mexico, Arizona, Texas and so on to Florida are the flight training states with Cali and Florida alternating the #1 position for Medicals issued and certificates issued.
Get the data then make a decision.

Speaking from only regional knowledge here, but California has the benefit of not only a hefty population of career minded students but also a good chunk of recreational students. It keeps the student load varied and also a bit more steady during industry downturns.
