Default PRIA for a defunct airline?

I used to work for a regional airline years ago, who no longer exists.

How are PRIA requests handled for a possible future employer?

Before leaving I did retain copies of all my training paperwork (8710 for the oral and my simulator sessions which were all satisfactory).

New company only has to make the attempt, doesn't have to be successful. One of my old companies shredded everyone's training records so they could avoid the expense during the bankruptcy. Another went out before it got started. I don't even have the phone number for them. I put down 888-888-8888 and the last known registered address for them. No one has ever questioned me on it.

Default PRD

Are you referring to this new FAA launched Pilot Records Database PRD? I tried to get a copy which is supposedly put out by previous employers but couldn’t get passed the initial authentication page managed by Lexus Nexus. I contacted both FAA and LexNex and they had no idea. As a result I got literally bugged down at the gate. If anyone on this board have any more info on PRD please fell free to jump in.

According to USC, the air carrier can use the good faith clause, but this must happen before the person enters revenue service, except for the 90 day non-scheduled exception that applies to light aircraft. The key is most likely showing that the company made the good faith request, which means documentation. It's expected that the requesting company will make a reasonable attempt, such as sending the written request to the last mail address or company that took possession of the assets, calling, etc. I'd recommend do a 3-strikes if possible and document it, like mail, email, phone. Then you have your own paper trail to show it was done.
