"2 In/2 Out"
I've heard/read this phrase multiple times while preparing for an upcoming interview but, I can't find any information about it/it's meaning. Any insights would be great. Thank you.

Who to talk to in an emergency. 2 inside the aircraft, FAs and passengers. 2 outside the aircraft, ATC and company.
