Why dont we have Cadet Programs?

We being the US?
1) We don't need them, we have a vast GA infrastructure which produces a large pool of 1000-1500 hour commercial pilots (this may change, but for now there are enough). And we also have several large (but shrinking) military aviation corps which also send significant numbers of pilots to the commercial sector.
2) Who is going to pay for it? The airlines won't want to, they will want the government to do it, but the government is flat broke and would not even consider it until airline flight cancellations due to lack of crews are epidemic.

Are you talking about something at the national level or at the airline level?
On the national level, the US thinks of the CAP at the "cadet program" as is evident at the IACE meetings....
On the airline level it won't be too much longer before select regionals will offer internships and sponsored flight training as a way to provide for future applicants...
Most likely the Major will continue to feed off the military and regionals before having to contemplate ab-Initio programs (zero to airline pilot training by the employer).
