As a general rule, no. Not unless your relative is management at the place you are applying to, in which case, nepotism is alive and well.

But normally, companies know that your relatives are essentially obligated to say nice things about you. They want professional recommendations from people who have worked with you and are saying nice things because they mean them, not because they have to.
