We used to watch overloaded BUFFs and tankers stagger off the cliff on Guam, and felt that they might need a boating license.

Ah..the nice 600 foot cliff dive at the end of 6L/R at Guam, always fun to depart VFR, stay in ground effect, bank the herc up, bottom rudder and ride the bottom of the cliffs followed by the island tour to pick up IFR.
