What makes you think they were only doing 210-250? They could have picked up ice during the descent to 7,000 ft and even gone well past 250 KIAS if their airspeed was unreliable. A nearby thunderstorm could've created severe icing for a brief time that iced over the pitot tubes. Or maybe they just malfunctioned.

Not really
Most Pilots have a degree which has nothing to do with aviation. Emery Riddle graduates have a degree which is basically the same subject matter an 18 year old can get with a commercial license.

NTSB has had the flight recorder for a while now, they should be able to tell if the pilots were fighting the stabilizer with the elevators or vise versa.
If they have something they need to act on it in case this was caused by lack of maintenance that might affect the rest of the Atlas 767s.
