I could certainly be wrong, but I thought that if your base closes, you are entitled to bid any seat at any base that you can hold, seniority wise, that is. I just spent maybe 10 minutes looking through the contract for the actual (correct) answer to your question, but couldn't find it.

No one can be forced to a FDA. You have to bid it. But 3 month SVTs could be used for 2 years until someone like a new hire is forced to bid it.
I'm betting a lot of FOs may bid FDA just to make CA. But the FO positions will likely include a ton of newhires to replace the SVT'd folks.

I had a similar question and this what I found...
Per 24C6b: If an excessed pilot cannot be awarded a crew position due to insufficient preferences on his standing bid, the Company shall assign him to a permanent crew position with a base in the U.S. with the highest pay rate to which he is entitled by his seniority.
So as long as you don't have a FDA on your bid, the worst they can do is stick you in the back of the Boeing with all the >60 dudes...
