Default Expense Reports - Commuting

Anyone know what is the guidance on declaring or saying "YES" to commuting to/from domicile to home? I know the book answer and I've been doing it correctly but then JL came out and said the default answer was changed in the expense report system to "NO" and because of that we would delay the start to the June bid month. The default answer was "YES" and apparently not the agreed upon answer. So now we start in the middle of a tax year making declarations?

Yes only applies to/from your residence to memphis. Your residence is your home of record, but memphis is your tax home.

"No" is a better default answer since most of us are commuting from HOR to the start of our next trip.
