"O" and "his" use "of quotations"
Can "anyone" tell me "what is up" with "O's" completely "random" use of "quotation" marks?
It makes "me" chuckle "every" time I "read" one of his "emails."

Far be it for the majority of us to comment on another's use of the English language, style of writing, or punctuation, but after reading his emails for the second time, it looks like he might be using quotes for words or terms that he feels are important, in place of underlines or bold text, which he probably either doesn't have the capability to use on our email system, or if it is available, doesn't know how to use it, again, like the vast majority of us. Might I suggest that instead of critiquing his choice of special characters, that you just accept that email for what it is: communication from management, and give it its due. I did by (after reading of course) hitting the delete key, then the purge key.

He's ANG not regular Air "Farce"......
That being the case, he might have learned it early in his ANG "fighter pilot" career at "The Academy" (Academy of Military Science that is...)
I've heard they have an advanced course there reserved only for the elite ANG future leadership entitled:
"Effective Leadership by Written Communication to Subordinates"
Subtitled - "The Art of Using Quotation Marks to Appear to be a 'Regular Guy' While Remaining Completely Out of Touch and Aloof"
