I must be a complete idiot. Just read the message line, and the union's position is that apparently the STV provision is only a temporary fix for folks who have trouble getting a visa (why don't they just stick with the Dining Club card the company gives us) or getting through training......and isn't intended to be a stop gap measure if, God forbid, not enough people bid the FDAs.

Whoooo, what a load off my mind.

Of course, when I read the signed LOA @ P.F.C......I sure don't read it the same way whoever wrote the message line does.

Pilot Concerns about STV Q&A


There have been questions from pilots regarding the following information that was published in management’s Q&A for the establishment of the FDAs:

How will the vacancies in the FDA will be filled?

If all of the vacancies on the bid are not filled, the STV program will be used in the short-term and new hires would be used as necessary.

This language implies that STVs can be used if the bid for any FDA comes up short in voluntary manning. This is not consistent with the negotiating history of the LOA. The negotiating history of the LOA provides flexibility through STVs for unanticipated circumstances such as a problem with a visa or a training delay. The STV provision was never meant to allow a back door for management to man the FDA through involuntary methods.

Your MEC has confirmed this with management and they have acknowledged the error in the Q and A. Management has committed to changing the website to properly reflect the intent of the STV provisions.

The MEC will continue to work with management to ensure a smooth implementation of the new FDA’s but is committed to protect the interests of the membership and the enforcement of the terms of the LOA.

Looks like good news. Very good news. Are you guys going to tell me the glass is half full with this announcement?

Let's see - not enough people bid the FDA and they have to hire new guys - couldn't that be considered a training delay (they have to go through INDOC first) and BINGO the company starts the STV machine running :mad:

For Paris anyway, there won't be any training going on until mid 08. The union officials stated that there was plenty of time after the closing of the bid for the company to hire and train new pilots to fill the slots if required.

They did not think that STV would be needed to start up the domicile.

That is all paraphrased from the meeting today.

Holy Crap! You mean they can send us involuntarily for a month at time! Why didn't someone point this out to us!

And it ain't Paris thats going to stink. Its the 'bus ride through the hills and o'er the dales 4 hours to CAN that is going to be tough. Did anyone comment about the HKG plan?

So...A problem with a visa or training delay would justify a 3 bid period involuntary STV? Like was originally planned?

Gosh...And, I thought the French visa was a hard one to get.

The company could also choose to SIBA HKG initially( nice senior DDH trips) until they can fill vacancies through another BID or train new hires.

For CDG, the company can opt to train MEM FO's first if they are all filled and SIBA them to CDG until either CDG vacancies are filled with a subsequent Bid or New hires are put there.

My bet is that SIBA would be the first and easiest option of the two.
Time will tell.

Q: If enough people do not bid for CDG/HKG, how will the inverse assignments work?

A: Inversing pilots permanently into an FDA is not allowed by the CBA. If the vacancies are not bid by crewmembers on the property, then new hires would be the only option available, short of canceling the FDA. The SVT option was established for flexibility so that if crewmembers exit training late (training problems, simulator problems, etc.), if the aircraft arrive early (right!), or aircraft utilization is increased initially, we could still man the flight schedule. However, long term relief by use of the SVT program is not an acceptable option.

This is a great development. It is also NOT what I heard from either the union or mgt last month. I wonder what happened? Maybe somebody decided the potential backlash was too high a price to pay. Heck, maybe this was the vision all along...but it sure isn't what I heard when we voted. What I heard was "it will go senior" or "a month paid to be over there--especially with family--isn't that tough..." Interesting...glad to see it no matter how it happened.

Why would the company use SIBA, when they can STV someone for a month (or legally 3 months)? It is less expensive to STV, plus JL (and the company) already indicated that SIBA was not an option. SIBA does not fit into how the lines are being built. Plus, the company and union already indicated that STV was going to go senior. That people were going to jump all over it.
