It certainly "looks" slow, but I would bet that's a perception greatly influenced by its gigantic size. Considering that the video is shot from the ground, I highly doubt they'd be conducting actual slow flight at that low altitude.
I've set under the final approach path at McChord AFB and watched C-5's land. Because they're so huge, they "feel" like huge buildings passing overhead, and they "appear" to be moving quite slowly.
Whatever the speed, it's quite a sight to see.
