Default FDX VTO trip awarding of X-parings

I have a question that I am unable to find in the contract. Over the last two months X-pairings are dropping down for the following month and are being placed on VTO holders lines. Is that allowed? By default, since that pairing was not in the bid pack, I was not allowed to bid for that trip. Aren't they violating the contract? I thought that any pairing that was not available for bidding could not be awarded during the VTO process. That pairing would be available during open time when it opens. The exception would be trips that needed to be awarded prior to the opening of open time and that was where the 72 hour clause came into affect for the scheduler to award those trip to guys on reserve.

I see the phrase "other trips" in the VTO build section but I have no idea what that means either. Any help would be great.

If it's an x-pairing, it wouldn't have been in a line anyway, so I guess I don't see your point. Is this another fairness issue?

It's an extra pairing because it came out after the bid pack was published. Why should it be allowed to be built into VTO lines? They've always in the past, dropped into open time after VTOs were built and were available when open time opened up. The exception was custom lines were allowed to be built with any trip in open time except disputed pairings. Can't find it one way or another in the contract.

I know of many trips that have not been available for line building that were put on people's VTO line. However, they were usually disputed pairings that were fixed after the bid packs came out.

x-pairings? I don't think it's wrong.

I've seen x-pairings on VTO lines for some time now. It seems that if an x-pairing appears after the "snapshot" (Friday before VTOs completed??) then it's going to OT, otherwise it's treated the same as the other trips for VTO build.
